Forms used for collecting housing statistics

Introduction

This page gives information about the quarterly and annual forms collected by the Strategic Statistics Division of the Department for Communities and Local Government. These forms are available as Interform-only returns for local authorities. (See also Status of Forms).

The forms described below are used by local authorities to submit data to Communities and Local Government.

P1B - Annual Housing Monitoring

The purpose of this return is to provide monitoring data for assessing delivery of policy objectives through the financial year for the sales and transfers of council dwellings. 

P1E - Local Authority activity under the homelessness provisions of the 1996 Housing Act

The purpose of this return is to collect information on English local housing authorities' discharge of their duties under the homelessness legislation. Summary details are published by the Department for Communities and Local Government in the quarterly Statutory Homelessness Statistical Release, and annually in Housing and Planning Statistics. These and a variety of other analyses at national, regional and local authority level are also available on this website.

P2 - House building

The purpose of this return is to collect quarterly information about the new dwellings started and completed, recorded by the local authority's building control department. When combined with the monthly data supplied by the National House Building Council (NHBC) this is used to provide estimates of all new house building activity by each local authority area. Figures by local  authority are aggregated to give regional and national house building figures. This is key information for policy makers, the media and others on the housing market which in turn forms a major input for estimating the latest economic situation. Up to date national figures are released in a quarterly Statistical Release as well as in our Live Tables. Extracts from these tables are also published in Housing and Planning Statistics.

HFR - Housing Flows Reconciliation

The HFR is collected annually from all local authorities outside London; statistics on housing flows in London are collected from London Boroughs by the Greater London Authority and shared with DCLG for combining with HRF data.

The purpose of this return is to collect reliable statistics on all housing flows (house building completions, conversions, changes of use and demolitions) by tenure in each district and to formally reconcile these totals with stock figures for the beginning and end of the financial year. The completions, conversions and changes of use data supplied on housing flows includes those approved by private Approved Building Inspectors (eg NHBC); this is unlike the quarterly P2 return which only covers activity inspected by the authority's own building inspectors.

The Department for Communities and Local Government will use the figures to provide district, national and regional estimates of net housing supply and dwelling stock.

HSSA (HIP Returns) - Housing Strategy Statistical Appendix 

The purpose of this appendix is to bring together many basic but important housing data from a local authority. Most of the data are relevant to the formulation of the authority's Housing Strategy. The presentation of this data will provide readers with a quick overview of the authority's position and will inform development of Regional Housing Strategies. The data provides a basis for considering Regional Housing Pot allocations and the Homes and Communities Agency's National Affordable Housing Programme. Data are also used to monitor current housing policies, for development on housing issues, and to answer parliamentary questions.

All the data by local authorities are published on this website where comparison between LAs can be made. Relevant LA data by housing topic are also included in many of the Live Tables. A separate guidance note on how to complete the form is provided.

BPSA (HIP Returns) - Business Plan Statistical Appendix

The purpose of the Business Plan Statistical Appendix (BPSA) is to bring together information about a non-Large Scale Voluntary Transfer (LSVT) authority's Housing Revenue Account (HRA) stock. As of 2006/07 the Business Plan Future Plans (BPFP) is no longer collected. The Business Plan Annual Monitoring (BPAM) part of the BPSA will still be collected annually as it reports progress made during the last financial year against Local Authority Business Plans. This information is used centrally to inform policy development and progress monitoring.
