YPBAS is a school-based survey conducted among 11-16 year-olds. The research covers a range of topics such as demographics, social support, money, school, subject choices & further education, starting a business, nutrition, sport and physical activity, libraries, arts, modern technology, environment, travelling to school, road safety, policing, attitudes towards domestic violence, anti-social behaviour and personal safety, knife culture, smoking, alcohol, drugs and sexual experience & knowledge.

Monitoring achievement in these scales helps to assess progress towards the achievement of Public Service Agreement (PSA) targets and associated National Indicators (NI), which assess overall achievement and the narrowing of the achievement gap.
FSP captures the Early Learning Goals as a set of 13 assessment scales, each of which has nine points. Children who achieve a score of 78 points or more across the 13 assessment scales score an average of six points per scale. When a child who achieves this overall score also achieves a score of six or more in each of the Personal, Social and Emotional development (PSE) and Communication, Language and Literacy (CLL) scales, that child is deemed to be reaching a good level of development. This measure is used to assess the progress made by local authorities in improving outcomes, a duty placed on local authorities by the Childcare Act of 2006. It will also be used to assess progress made nationally in improving outcomes from 2008 onwards.
Previously, a good level of development was defined as a child scoring six or more in each of the PSE and CLL scales only. This measure was used to assess the progress made nationally in improving outcomes up until 2008.
Technical Data
Information is collected from all 150 local authorities as part of the Foundation Stage Profile data collection. Local authorities collect this information from maintained schools and from Private, Voluntary and Independent (PVI) settings. This survey provides the Department for Education with child level data for all children in receipt of funding, who have Foundation Stage Profile information recorded. This information is then used to calculate targets based on the data, including National Indicators.

Achievement Gap
The percentage gap in achievement between the lowest 20 per cent of achieving children in a local authority (mean score), and the score of the median child in the same authority expressed as a percentage of the same median score.

Good Level of Development
Children who achieve at least 78 points across the Early Years Foundation Stage with at least six in each of the scales in Personal, Social and Emotional Development and Communication, Language and Literacy scales. This was previously known as a Good Level of Overall Achievement.

Index of Multiple Deprivation
Constructed by the Social Disadvantage Research Centre at the University of Oxford. The Index is constructed using measurements of the Income, Employment, Health, Education and Skills, Housing, Crime and Living Environment characteristics of a given area.

Mean
The mean score is the sum of scores divided by the number of children.

Mean Score for the Lowest 20 per cent of Achievers
The mean score for the lowest 20 per cent of achievers. This cohort is identified by dividing the overall number of eligible children by five and rounding down.

Median
The median score is the midpoint in a series of scores; half of the scores are above the median, and half are below the median.
