Main changes for 2000-01
From last year, the rotation of questions has been introduced in order to reduce the length of the questionnaire and the burden on respondents. Certain questions are now asked every other year, rather than every year. For 2000-2001, questions on vehicle ownership and consumer durables have been rotated off. For 2001-2002, these questions will be reinstated and questions on NHS treatment and travel to work costs rotated off.
The 2000-01 FRS includes full-year information on tax credits (Working Families' Tax Credit and Disabled Person's Tax Credit). These are administered as negative income tax, and consequently included in net income but excluded from gross income. To deal with this change, and allow for comparisons with previous reports, gross income has been replaced with a total income definition (i.e. gross income plus tax credits).
More information is now collected on people's employment history that has allowed us to bring employment status in line with the classical ILO definition.
