Local Authority Capital Forecast: 2006-07

Key points
- Total forecast capital expenditure as reported by Welsh local authorities, including police, fire and national park authorities, for 2006-07 is £1,111 million. This represents an increase of £48 million or 4% on the previous year.
- Housing services account for 24% of the total capital forecast in 2006-07, roads and transport 19% and education services 16%.
- 70% of the funding for this expenditure is in the form of external support, mainly from the National Assembly. The remaining 30% is internal financing.
- Police authorities report an increase of 33% in their forecast capital spending to £41.8 million, while fire authorities show a decrease of 12% to £8.3 million.
- Local authority forecasts tend to be higher than actual outturn due to slippage in capital programmes. In recent years this has averaged around 10%.
