This report recommends how the two surveys could be replaced by one.
Main recommendations from the feasibility study were that:
  • Merging the two surveys was feasible with the advantage of a richer dataset.
  • It would be preferable for the merged survey to collect data throughout the year to avoid seasonal effects.
  • Continuation of self-completion methods for the merged survey would enable some data comparability with previous surveys. However, a range of options for conducting a new survey were considered.
