This publication provides data about post-16 learner participation in Wales at both a national and unitary authority level and is intended to inform planning and policy making within the post-16 education and training sector.

The information within this publication relates to post-16 learners enrolled during the 2004/05 academic year and has been sourced from the Lifelong Learning Wales Record (LLWR), January 2005 Post-16 Pupil Level Annual Schools Census (PLASC), Higher Education Statistics Agency (HESA) Student Record and the Learning & Skills Council’s Individualised Learner Record (ILR).

Summary

  • There were significant geographic variations in post-16 participation in 2004/05.
  • The unitary authorities with the highest post-16 learner participation were Conwy, Denbighshire, Neath Port Talbot, Pembrokeshire and Vale of Glamorgan.
  • The unitary authorities with the lowest post-16 learner participation were Ceredigion, Monmouthshire, Newport, Powys and Rhondda Cynon Taff.
  • There were clear geographic differences in areas of high and low participation between the male and female cohorts. Overall, the participation rate was higher in the female post-16 learner cohort.
  • The overall participation rate was higher in the under 20 learner cohort. This can be attributed to the prevalence of learners aged 19 and under in the sixth form sector. However, there were pockets of relatively high participation in the over 19 learner cohort such as Conwy, Denbighshire and Pembrokeshire.
