Local Authority Capital Expenditure, 2009-10

The latest National Statistics on Local Authority Capital Expenditure produced by the Welsh Assembly Government were released on 12 October 2010 according to the arrangements approved by the UK Statistics Authority.

UK Statistics Authority Website Statistics on capital expenditure include data for unitary, police, fire and national park authorities in Wales for the period 2009-10.

The key points from the latest release are:

  • Capital expenditure for 2009-10 was £934 million or £311 per head of population.  This represents a decrease of £194 million or 17% over the previous year.
  • Capital receipts for 2009-10 were £60 million.  This represents a decrease of £3 million or 4% over the previous year.  This is the lowest that income from capital receipts has been since local government reorganisation in 1996-97.  This is consistent with the current economic climate.
  • Education was the only major service to see an increase in expenditure in 2009-10 at 6% or £12 million.
  • The largest service expenditure was for local environmental services £231 million (25%), of which planning and general administration capital were the largest elements. The next highest were housing £217 million (23%), education £216 million (23%) and transport £204 million (22%).
  • Police, fire and national park authorities reported expenditure of £33 million, £11 million and £1 million respectively.
