Local Authority Revenue Outturn Expenditure, 2009-10
The latest National Statistics on Local Authority Revenue Outturn Expenditure produced by the Welsh Assembly Government were released on 19 October 2010 according to the arrangements approved by the UK Statistics Authority.
Statistics on revenue outturn expenditure and financing by Welsh authorities include data for police, fire and national park authorities, for 2009-10. The latest release updates the statistics previously released on 5 November 2009.
The key points from the latest release are:
- Total gross revenue expenditure for 2009-10, as reported by Welsh local authorities, including police, fire and national park authorities, was £7.5 billion. This represents an increase of 5% over the previous year.
- Net revenue expenditure, i.e. excluding specific and special grants, increased by 3% in 2009-10.
- Education services accounted for 34% of the total gross expenditure, social services 19%, police 9% and fire services 2%.
- Specific and special government grants increased by £178 million or 10% and accounted for 26% of total gross expenditure in 2009-10.
- Revenue support grant accounted for 57% of the budget requirement across Wales, with council tax accounting for 22% and redistributed non-domestic rates 16%. Police grant from the Home Office made up the remaining 4%.
- Local authorities put £24 million into their reserves in 2009-10. This represents an increase of £10 million over the previous year.
